Value for money and efficiency

Whole life cycle costing, the Gershon Report, the Lyons Report and the Comprehensive Spending Review all want to secure efficiency savings in order to support the drive for improvements in public service delivery.

It is essential to identify and understand the costs of all resources and services to address these agendas and then prioritise the areas that will give the greatest return first.

Tribal is the leading consultancy in this area to both local government and its related agencies and the central government bodies that serve local government.

Our services include:

  • value for money analysis and benchmarking
  • efficiency reviews
  • business case development
  • training and capacity building in efficiency assessment and monitoring
  • corporate budget analysis and re-engineering
  • review and prioritisation of improvement projects.
  • We worked with the Regional Improvement & Efficiency Partnerships and Communities & Local Government to develop the ‘mietool’ (Measurement of Improvement and Efficiency Tool).

mietool’ is a major new resource for local authorities that is designed to help authorities:

  • measure the efficiency impact of projects and provide the data required for the new Value for Money National Indicator 179
  • plan and evaluate all planned, ongoing and completed improvement projects.

We developed a methodology [with RSe, part of Tribal] because we were finding it hard to prioritise projects consistently and be confident about the level of benefits they would deliver...[it] is bringing about a step change in the way that we deal with these and other issues.
