Data Management Services for Merton Council

London Borough of Merton Council delivers all of its adult education using partner providers. In order to draw down the correct amount of funding, each provider submits an Individual Learner Record (ILR) to Merton Council who combine it ready for submission to the ESFA.

Due to long term leave in the business, Merton Council needed some interim support to help them manage all the funding and reporting activities involved in delivering quality Adult Learning.

Tribal’s Data Management Service was contracted to provide expert support, manage the data submissions, apply the necessary funding rules and meet all the requirements of the ESFA, allowing Merton Council to maintain business as usual.

The risk of not having the appropriate expertise or staff in place was removed and the council was able to maintain strong relationships with all partner providers, carrying out business in relation to data management as near to normal as possible.

The bespoke package of support and advice:

  • Ensured the individual ILRs were error free and fully validated against industry standard software, such as FIS and DSAT.
  • Combined individual ILRs into a joint one, ready for submission to the ESFA.
  • Provided meaningful reports and detailed KPIs each month to ensure the council payed the providers accurately.
  • Produced monthly reports for each partner provider so that they could easily track their progress against set KPIs.
  • Offered extra support, advice and guidance to smaller providers that lacked experience of processing enrolments on student record systems.
