Two rulebooks, one return: getting 2026/27 right before R14

R14 closes the 2025/26 ILR year on 23 October. It should be routine. It isn't. Every provider is now running two rulebooks at once: closing out last year's return while every August start already sits under the 2026/27 funding rules, a new £8,500 maximum funding amount, co-investment at 25% (except 16 to 24-year-old starts, now exempt), and £150 monthly learning support. Layer in the 16 standards defunded on 1 September and the transition learners who must complete under the old rules, and R14 is the return where all three changes collide.
