Grant determination letters have now confirmed 2026/27 Adult Skills Fund allocations for 13 devolved strategic authorities, including York and North Yorkshire, Cornwall, East Midlands, Greater Lincolnshire and Lancashire. Combined, the confirmed allocations run to roughly £232 million.
It lands at the same moment as a coding requirement most providers have treated as an abstract rule until now: source-of-funding (SOF) codes for learners funded through devolved authorities. The two facts combine into a genuine risk for any provider operating across more than one authority boundary. Devolution means each authority can set its own rules on top of the national framework, and those rules can shift from one funding year to the next.
The clock on this is short. R01, the first ILR return validated against the full 2026/27 rule set, closed at 6pm on 4 September. R01 is the cheapest place to catch a configuration error before it compounds. R14, the year's hard close, follows on 21 October. A SOF coding mistake caught at R01 is a record fix. The same mistake caught at R14, under the sector's 97 to 100% ASF delivery rule, is clawback exposure.
