Recent media commentary about TAFE NSW’s implementation of Tribal ebs

TAFE NSW and Tribal Group would like to clarify recent media commentary in relation to TAFE NSW’s implementation of Tribal’s ebs student management system.

TAFE NSW has not moved away from Tribal’s ebs solution. It remains in use and Tribal’s contract with TAFE NSW is ongoing. TAFE NSW has announced that given the substantial changes in the way its business operates since the ebs solution was commissioned, it will be testing the market for a new solution that better fits its current and future business needs. Due to the nature of TAFE NSW’s requirements this is necessarily subject to a competitive process. Tribal has been discussing these future needs with TAFE NSW.

The LMBR program started several years before Tribal was selected to supply the Student Management System in 2011, working alongside TAFE NSW and multiple vendors on the rollout. After the initial rollout, the TAFE NSW business underwent significant changes, including student funding reforms (Smart & Skilled).

It should be noted that the LMBR implementation of the SALM solution was a large and complex system replacement project, and was scoped before the introduction of the Smart & Skilled funding reforms. The issues identified with the LMBR system are due to a range of factors involving the broader, end-to-end solution for Smart & Skilled, including the introduction of a third party fee calculator not supplied by Tribal after the initial SALM implementation.

Reporting around the effectiveness of Tribal’s application has been misleading. Delays in student enrolments and inaccuracies in student finances were due to a host of issues related to non-integration with the third party fee calculator, staff training compliance, data migration scope and quality of legacy data.

Since the initial implementation Tribal has been commissioned to develop enhancements to the ebs solution which deal with these issues and the most recent of these will go-live in August.

Tribal Group remains focused on the roll-out of the schools solution for the Department of Education. With over 400 schools already successfully using this system, Tribal Group is working with the Department as it deploys to the remaining 1800 over the next 18 months. Tribal will continue to roll out updates to the ebs system in the ten TAFE institutes.
