Edith Cowan University Streamlines TCSI Reporting with Tribal Submissions

Edith Cowan University (ECU) is one of Australia's leading universities, serving more than 30,000 undergraduate and postgraduate students across multiple campuses in Western Australia.

With a strong focus on delivering exceptional educational experiences and operational excellence, ECU continually seeks innovative ways to improve efficiency, reduce administrative burden, and support compliance requirements across the institution.

As Australian higher education reporting requirements evolved, ECU partnered with Tribal to modernise its student reporting processes and create a more streamlined, scalable approach to government reporting.

The Australian Government's Transforming the Collection of Student Information (TCSI) initiative introduced a new approach to collecting and reporting student data across the higher education sector.

The move to more frequent, detailed, and near real-time reporting represented a significant change for institutions and required universities to rethink existing reporting processes and systems.

Fabia Baroni, Team Leader of Business Support at ECU, explains:

"One of the biggest challenges was the lack of a secure government testing environment, which meant we had to desensitise all our data… and the lack of access to a government testing user interface meant that we didn't uncover some issues until we went into production, which wasn't ideal."

Prior to TCSI, reporting processes were highly manual and time intensive.

Baroni recalls:

"If that one job fell over, it would cause the rest to fail."

The university needed a solution that would support the transition to a new reporting model while improving reliability, reducing manual effort, and ensuring compliance.

Peter Corbett, Director of Student Administration, said:

"TCSI was a massive change in the way that we had to report to the government. The mechanism changed entirely. It became near real-time reporting, and the volume of the data that we had to supply has increased markedly."

At the same time, ECU was looking for opportunities to improve efficiency and reduce the administrative effort required to manage student reporting.

As a member of the Callista Group and participant in the TCSI working group, ECU worked closely with Tribal throughout the development and implementation of Tribal Submissions.

The solution was designed to help education providers streamline the submission of student data to government agencies while reducing reporting risk and improving visibility.

Tribal Submissions enables institutions to:

  • Automate key submission processes.
  • Reduce manual handling and administrative effort.
  • Improve visibility and control of reporting activities.

For ECU, the solution provided a more efficient and sustainable approach to meeting government reporting obligations.

Baroni said:

"You've got the ability to configure any packet to auto-submit, auto-approve and edit certain fields, which we find really useful."

She continued:

"The download upload feature in Tribal Submissions is really good. We can download up to 10,000 records at a time, edit those records if need be and upload them again back into Tribal Submissions without any performance problems whatsoever."

Implementing TCSI reporting required close collaboration between ECU, Tribal, and government stakeholders.

Given the significance of the reporting requirements and the number of parties involved, ECU and Tribal established dedicated support processes to ensure a smooth transition and successful delivery.

Peter Corbett reflected:

"Tribal was great from start to finish. The collaboration between Tribal was just amazing. The knowledge and information shared was just great. We really felt that we were well-informed throughout the whole project."

Today, ECU uses Tribal Submissions to manage its reporting obligations with confidence and efficiency.

Reflecting on the outcome, Peter Corbett said:

"I think with a project of this magnitude, the relationship could have been easily fractured because it was always going to be difficult but Tribal, as they always have, have come to the party and never missed a deadline."

He continued:

"We were the first university to get out of safe mode, we were submitting data early, we were hearing all the nightmares from the other providers, and we weren't having them."

And importantly:

"We at ECU didn't require any additional resources to implement this project. For us, it was business as usual at low cost and with low impact."

Looking Ahead
